P0404 keeps returning even with new EGR

p0404  The P0404 code error comes when the EGR doesn't behave as it should Most of the time, it's because the valve doesn't open Besides the valve P0404 fault code This code refers to the EGR valve and its performance On the code reader it refers to 'A'control circuit Does anybody know
